When a sting operation on an illegal weapons sale goes wrong, NYPD detective Andrew Chambers is killed in action.

His father Roger Chambers (Michael York), a retired diplomat and Andrew's partner Rudy Sousa travels to Russia to track down and bring those responsible to justice.

However, their operation is illegal and they are soon caught by a Russian Police Captain (Alexander Nevsky), who threatens to deport them. Little do they know that the Captain will become an unlikely accomplice in exacting their own style of "aggressive negotiations".
